A consistency index for the opinions of political groups in an elective body

A consistency index for the opinions of political groups in an elective body is described and the mutual relations of these groups are estimated by this index under nonconsolidated voting. The properties of this index are investigated. Its complement to 1 is the distance in the space of voting results. Estimates of the relations between political groups in the Russian State Legislative Assembly are used to design a qualitative scale for the relations between political groups of the Legislative Assembly.
