A bilevel planning model for public-private partnership

Abstract: We propose a new approach to the development program for a mineral resource base based on public-private partnership mechanisms. Our approach is based on a planning model formulated as a bilevel Boolean programming problem. We show preliminary results that characterize the computational complexity of the problem. We develop an approximate algorithm for solving this problem based on the alternating heuristic and local search. We also show the results of a numerical experiment.
