On optimal control problems with control in a disc

We consider a time-optimal control problem with Fuller-type symmetry and with control in the 2-dimensional unit disk. The problem can be solved analytically, with an implicit representation of the Bellman function. The optimal value of this problem serves as an upper bound on the optimal value of another optimal control problem with Fuller-type symmetry and with a second-order singular trajectory, which cannot be solved analytically.
