Active systems with monotonically related criteria of center and elements under uncertainty

The notion of a monotonically related incentive system extends that of monotonically related functions [1] and the properties of organization mechanisms which incorporate such incentive systems are studied. For the case of above-the-board management and optimal planning, conditions of absolute optimality of organization mechanisms, reporting of credible information, and meeting the targets by active elements are obtained.
