A uniform approach to design of settlement optimization algorithms with an allowance for spatial interaction

A new approach is developed to design of norm-setting settlement models where the dataon the people's behaviour is employed. For model classes the optimality conditions are derived and optimization algorithms, analogous with the conventional balancing method, are designed.
