Elements of the theory of optimal design for functioning mechanisms of two-level active systems. I

The necessary and sufficient conditions are provided for the functioning mechanisms (that insure meeting the planned targets) to be optimalin a two-level active system on a set of mechanisms with a fixed objective function for the system and a set of element incentives with the central authority being completely informed.
