On control of degenerated linear dynamic systems

Controllability-related properties of stationary linear dynamic systems with a degenerate derivative matrix are studied. A criterion for stabilizability of such systems is given. A necessary controllability condition is obtained which is also sufficient in the case of scalar control. The results are formulated in terms of system coefficients and eigen values of the associated matrix bundle.
