Dynamic aspects of voting theory (survey)

The dynamic aspects of general theory of voting as a way to arrive at a collective decision which «averages» the views of the voters are considered. Papers in one line of research are surveyed and the writer's point of view of that theory is described in terms of theory of control in contingencies.
