Redistribution of labor resources in active systems

The labor dynamics in active systems is described in terms of the attraction potential leveling procedure. Development of management procedures that ensure stable functioning of the system and equilibrated distribution is discussed. An adaptive approach is proposed to incentive management designed to bring the system to the desired state.
