On a Phenomenological Approach to Reduced Description of Large-Scale Systems. II

A reduced description of large channel commutation networks with disciplines of load distribution and limitation with an allowance of the situation in the network is obtained. The basic characteristics are probabilities of interlocks. For illustration a completely connected network of a large number of channels is considered.
