Abstract:
The paper is concerned with optimal design of a adaptive functioning mechanism, AFM of an active system which includes Center and a far-sighted active element, AE, whose stochastic model of constraints is adjustable. Plan-optimal sufficient AMF optimally conditions are determined. An AMF characteristic is introduced which leads to the necessary and sufficient AMF optimality conditions when the plan is not progressive. These are conducive to efficient necessary and sufficient conditions for the AMF incentive procedure to be optimal with specified forecasting and planning procedures.
