Two-level active systems. IV. Price of decentralizing functioning mechanisms

Functioning mechanisms of a two-level active system are analyzed and designed in the case of Center being fully informed on models of lower level elements. Optimal functioning mechanisms are found with different centralization degrees. Computing expressions are obtained for partial and complete decentralization of planning.
