Estimating the state of linear one-input systems by observers

The paper is concerned with properties of transient processes in observers (O) for one-input systems. The relation of the decay rate and the maximal deflection of O's with constant and variable parameters. Design of O's and of controllers are compared. With piecewise-constant parameters the tasks are shown to be different.
