Abstract: In this paper we propose a model for taking into account International Monetary Fund (IMF) mebers' preferences to coalesce based on joint membership in political end economic organizations beyond the IMF and on regional proximity. The analysis of members' effective power is carried out on the base of developed power indices for three variations of decision making thresholds implemented in the Fund.
