Flow infrastructural systems as active resource distribution systems with uncertainty

We consider the reconciliation of resource use strategies under uncertainty of controlling bodies in flow infrastructural systems and their users-active elements who can consciously distort information about their abilities and preferences. The reconciliation mechanism is the open control principle. The reconciliation instruments are the prices given for using the resources. The reconciliation turns out to be perfect.
