Modeling an urban service as a tracking control system

Abstract: A procedure is proposed for modeling an urban service such as ambulance or law enforcement as a control system block diagram. A formalized description of ambulance objective function so as to determine the system performance criteria. A procedure is proposed for using decision tables for choice of system elements to be controlled by computers.
