Criterion importance coefficients in decision-making problems ordinal coefficients

In compliance with mathematical theory of measurements the notion of criterion ordering in terms of significance the importance criteria are defined. The case of complete ordering is studied in detail where the criteria have a common ordinal scale. A method for design of priority and indifference relations generated by ordinal criteria of importance is described.
