Abstract: Human capital as a set of professional competencies that determine the satisfaction of the diversity of human needs and society is a key aspect of accelerating the economic development of the state and ensuring its economic security, which is predetermined by the most important area where this capital is formed, the field of education. Quantitative measurements, mathematical modeling and scientific and analytical statistics of the qualimetric approach make it possible to identify effective trends in the transformation of the educational process by studying the degree of influence of various organizational and pedagogical conditions and factors on the learning process; to form productive proposals in the "road map" for the development of the education system by choosing its optimal strategy; update the learning platform and ways to generate educational trajectories that meet the urgent requirements of timely adaptation to continuously changing socio-economic conditions. The potential resource for the use of innovative pedagogical tools determines the preference for using the geometric mean indicator of the integral-generalized Harrington desirability function $D$ for the qualimetric assessment of the formation of the environmental and economic component of individual human capital.

Keywords: qualimetric modeling, individual human capital, ecological and economic orientation of the personality, desirability function.
