Approaches to defining scientific priorities in healthcare and medicine: the USSR experience

Abstract: Growing public expectations and tight fiscal policies are leading to an increasing need to choose scientific priorities in medicine. The paper provides a retrospective analysis of the organization and management of healthcare and medical science in the USSR. The experience of forming scientific priorities in medicine in the Soviet period is studied. The advantages and disadvantages of the approaches used are noted.
