Abstract: The paper describes the new multi-stage technology for multiple criteria choice that includes reducing a dimension of the space, which is formed by discreet qualitative attributes, constructing an hierarchical system of complex criteria and integral index of decision quality, ordering and classifying multi-attribute alternatives by using different combinations of several methods of verbal decision analysis. The technology is based on decision maker preferences, significantly reduces the time and complexity of solving the problems of multiple criteria choice, allows a decision maker to conduct a meaningful analysis of the obtained results. The developed technology has been applied in practice to evaluate efficiency of research projects, which were estimated by several experts on many qualitative criteria.

Keywords: multiple criteria choice, verbal decision analysis, reduction of attribute space dimension, hierarchical aggregation of attributes, complex criterion, integral index, evaluation of research projects’ efficiency.
