On Riemann's hypothesis

In this paper we give necessary and sufficient conditions for the validity of the quasi-riemannian hypothesis. The advantage of our conditions over those obtained before consists in the fact that the validity of our conditions can be established by means of estimations for some trigonometrical sums independently of the whole theory of $\zeta$-function.
