Khinchine's theorem on Tchebyshev's systems

We discuss Khintchine's theorem on regular matrices (1948) and its exposition in Cassels' book (1957). It turned out that these formulations are slightly different. We also compare these results with Jarnik's theorems (1941) and give a new statement.
