New researches in systems analysis and computation modeling of Russian educational strategy and politics

Abstract: In 2001 we sum up previous investigations by system analysis and computing modeling of Russian education system that are pursued in Keldysh Institute for Applied Mathematics of Russian Academy of Science. We analyze taking into account these positions major trends of suggested reforms. A Russian education space configuration, economical relationships and social politics priorities have significantly changed in a last years. These changes demand to set up and to analyze a number of new problems. Therefore the main result of investigations that we carry out in 2001 is, to our mind, a Complex research program by choice of an alternative education strategy and education system development forecast for next decade. This program is developed by project participants and we discuss it in this preprint. A project executors' basis position to the suggested last decade reforms fortunately agrees with an opinion of Minister of Education. He expressed it after State Council discussion about the main education politics trends. ‘It is important we’ve came as a result of all to a question to develop the Russian education other that to reform it. Our education system owns so great potential that it doesn't require a radical reform. It requires an adaptation and renovation', said Minister.
