Abstract: The method of the influence functions (IF's) and the spatial-frequency characteristics (SFC's) were applied to the solution of the vectorial boundary-value polarized radiation transfer problem in a three-dimensional plane layer. In the first time the generalized solution was formulated to compute Stok's parameters vector by the vectorial IF's (VIF's) or the vectorial SFC's (VSFC's). The vectorial optical transfer operators (VOTO) were constructioned. The kernels of VOTO are the tensor of IF's (TIF's) or the tenzor of SFC's (TSFC's). Basic models of VIF's and VSFC's were separated.
