Consructive Building of Set Theory. I. Ordinal and Cardinal Numbers

This work proposes set-theory in which the concept of a set depends on it's constructions process. Owing to that the class of ordinals is well ordered, therefore continuum-problem does not exist. This publication contains not formal account, axiomatization would be described in second part.
