Abstract: We discuss the mechanism of implementation of the state defence order (SDO) on the basis of system analysis of the text of federal law #159 accepted 29.09.2015, in accordance with information from open sources and the simplest mathematical models. That federal law came into force at 01.09.2015. New mechanisms based on theory of innovation development and postindustrial society are proposed. Present paper is result-oriented, and is not aimed at strengthening of the process controlling system. This approach allows to apply more actively scientific and technological potential of the country as whole and Russian Academy of Science in particular in implementation process of the SDO.
