Keldysh Institute Preprints: ñontract with the author

Abstract: To publish the results of the work carried out at the M.V. Keldysh Institute of Applied Mathematics in the journal 'Keldysh Institute Preprints', the author must fill out a request posted on the Institute's website. Is the request a contract between the publisher and the author? From the point of view of the Civil Code of the Russian Federation, the Institute, as a publisher, offers the author to conclude a contract by filling out, signing and sending a request. This kind of relationship is defined in Article 438 of the Civil Code of the Russian Federation: the application is an offer, and the acceptance of its terms and sending the request to the editorial office is an acceptance of the offer. The contract should provide support for a sufficiently legally correct process of publishing a preprint, publishing an article and/or a derivative work in another publishing house, sending metadata to bibliographic databases.
This paper analyzes some legal issues that arise when publishing the IPM preprint. The work is not a legal guide.
