Abstract:
The article is dedicated to the 70-th birthday of Avgust Petrovich Khromov – an outstanding mathematician, Honoured Scientist of Russia, honorary professor of the Saratov state university, president of Saratov mathematical society, member of International High School Sciences Academy and Russian Academy of Natural Sciences, head of the chair of differential equations and applied mathematics.
