On some effective parameters of open temporary systems of regional management

The paper characterizes some effective parameters of the management system of a multi-ethnic region. The emphasis is placed on the parameters of solar and social activity, passionary tension of the ethnic field and passionary deformation, the number of people subject to the control system and the impulse of passionarity.
