Abstract: Electron-ion collisions in strong electromagnetic fields, whether non-relativistic or ultra-relativistic, can lead to the acceleration of electrons to high energies. The production efficiency and the Joule heating rate are calculated. Experimental verification of theoretical predictions, including the power law scaling, is presented.
