Abstract: It is shown that the introduction of the resonance phase for two quasistationary states with the same spin and opposite parities allows one to gain agreement between the theory and the observed signs of $P$-odd and $P$-even effects in neutron reactions. The joint description of these effects makes it possible to determine the unknown (free) parameters of the theory from the experimental data.
