Abstract: The quasi-optical approach has been used to study the linear and nonlinear stages of instability of an electron beam propagating near a flat boundary of an absorbing medium with dissipative characteristics that can be described by the Leontovich impedance boundary conditions. It has been shown that resistive instability can be used to amplify radiation in the short-wave ranges, including the terahertz range. The instability increments and the efficiency of energy transfer have been determined.
