Abstract:
Digital departments support a set of continuing professional education programs in the field of information technology. The article views the digital department program as a controlled market within a higher education institution. In this market there is a demand side (structural divisions of the university), a supply side (development teams) and a regulator (project office of digital departments). Their interaction is regulated by the university administration.The paper examines two challenges in managing the implementation of a digital departments program, namely: the balance between internal and external students and negotiations on the remuneration of the development team. The first problem is formalized as an incentive problem, the second - as a negotiation problem. Solutions for various optimality principles were obtained and their comparative analysis was carried out.
