Abstract: The final results for wide set of many particles dynamic (MPD) computations, which are demonstrating that the detail balancing principle in case of classical Coulomb plasma is inadequate, are presented. The kinetic models which not allow for the detail balancing are proposed; this models are in a good agreement with the simulation results. The resolved theory can be conformed with experimental data for $e$-$e$-$i$ recombination if one account for the discrete nature of $e$-$i$ bound states energy spectra; for $i$-$i$-$i$ recombination the anomalously small rate is predicted.
