Abstract: A problem of determining elastic and viscous characteristics of composite materials, necessary and sufficient for choosing physical relations in solving problems of impact loading with low impact velocities (up to 200 m/sec) and unsteady deformation in the range of strain rates within 10$^2$ sec$^{-1}$ for multilayer beams, plates, and shells, is considered.

Keywords: composite materials, composite structures, beams, plates, shells, impact loading, unsteady deformation.
