Nonlocal improving controls of polynomial by a state systems with terminal constraints

Methods of nonlocal improvement in polynomial optimal control problems with terminal constraints are proposed. This methods have a possibility to improve controls, satisfying a maximum principle and not contain procedure of control variation.
