Cybernetics 2.0

The evolution of cybernetics is briefly considered; new stage of its development is introduced as “cybernetics 2.0” – a science of general regularities in systems' organization and control. Substantiated is the topicality of elaborating a new branch of cybernetics, i.e., organization theory ($\mathrm O^3$) which studies an organization as a property, process and system.
