Abstract: Resolved vibrational-rotational spectra of nitrogen excited by a high-current pulsed discharge were recorded. The rotational and vibrational population distribution functions were determined for various time delays. The rate constant of the elementary vibrational-vibrational exchange process was determined: K1001 = (1.5 ± 0.6)× 10–13 cm3/sec.
