Abstract:
The problem of verifiable indicators used for research program evaluation and decision-making during program activities is considered. Verifiable indicators and verifying techniques are discussed from the point of view of development of design decisions on creation of information monitoring and evaluation systems. The suggested verifying techniques are positioned as a theoretical basis of creation of information monitoring and evaluation systems. These systems are intended for a multidimensional indicator quantitative and qualitative (expert) evaluation, and also for preparation of analytical reports by evaluation results meant for decision-makers.
