Abstract: Creating a fully functional model of automated information-analytical control systems is a complex scientific problem of current importance. The article proposes the implementation of the systematic approach to the solution of this problem in the subject area of case control systems based on the process approach. The article proposes and justifies the cyclic fully functional model of systems of situational management, which includes five stages: Goal setting, Monitoring, Analysis, Decision, and Action. The automated functions of the generalized control system are represented as a set of five groups of interrelated processes. The article describes the main processes of a situational control system.

Keywords: situational control system; functional model; process approach.
