Model for systems of information monitoring as a problem of informatics

In May 2004 the decision about transition to new principles of the organization of budgetary process, which provides introduction of intermediate term financial planning in the country, was accepted. These principles assume creation, development and use of systems of information monitoring for an evaluation of performance of budgetary charges in all socially significant fields of activity, including science. The basic purpose of paper is the description of methodological aspects of model for systems of the information monitoring intended for an evaluation of innovative potential of programs, projects of scientific researches, including a quantitative evaluation of influence of directions of scientific researches on patent processes. Necessity of polydomain model of new and modernizing systems of information monitoring is proved. Mathematical and polydomain models are compared.
