Abstract: The article describes the interaction of the elite and working people. Qualitative analysis of differential equations describing the interaction shows the possibility of the fold catastrophe that occurs when changing the number of workable stationary points. Folds form depends on the coefficient characterizing the inner tendency to reduce or increase exposure.

Keywords: dynamic model, stationary points, catastrophe of fold, interaction of elite and working people.
