Abstract: The effective collision frequency method developed earlier by the authors for Coulomb systems characterized by strong interion interaction is developed further. An explicit expression is obtained for the effective electron collision frequency on the basis of the exact diagram representation obtained in Part I and the use of the model of a one-component plasma as initial approximation. The description of plasma structure in the corresponding approximation is considered.
