Influence of close coupling on the threshold behavior of the cross sections for the excitation of atoms by electrons

A study is made of the threshold behavior of the cross sections in the case of a nondiagonal potential $\sim\alpha r^{-2}$. The deviations from Wigner's law and the behavior of the cross sections for very large values of $\alpha$ are studied.
