Fluctuation forces in a three-layer medium with rough boundaries. I. Principles of perturbation theory

The problem of calculating van der Waals forces in a three-layer medium with rough boundaries is considered. An algorithm is developed for constructing the electromagnetic Green's function by a perturbation series in the small function of the roughness profile, and the limits of applicability of this algorithm are established.
