Influence analysis of informatics and computer science on development of theory and systems of control by complex objects

Abstract:
One of the main tendencies of development of information technologies and systems (IT and IS) in XXI century will be connected, in our opinion, with solution of the problem of comprehensive integration of these technologies and systems with existing and future industrial and socio-economical structures and the corresponding control systems. To solve successfully this interdisciplinary problem, it is necessary to solve a number of scientific-and-methodological and applied problems.
The content and possible solutions of
scientific-and-methodological,
conceptual and
technological problems arising at the turn of modern cybernetics and computer science are considered in the article. One of the such problems is the problem of justifying composition, structure, quantitative and qualitative characteristics of information that is necessary both for effective control of business-applications themselves and for control of information systems that provide for successful realization of the business processes. In this connection, the following problems can be listed among primary tasks that need to be solved: formation and justification of a
system of indices for measuring information that is necessary for effective operation with adaptive integrated ACS (IACS) (for various classes of customers and applications); development and justification of methods and algorithms for determining values of the information measure indices; development and justification of the
structure of regular information measurement. Investigation of interaction of people with adaptive IACS belongs to
conceptual problems in this knowledge domain. In particular, the following topics can be listed: investigation of questions of goal formation for IACS and its proper interpretation; investigation of “intelligent” behavior of adaptive IACS in case of false (incorrect) goal setting.
Technological problems (questions) that call for urgent solution include investigation of such basic properties of adaptive IACS like self-configuration, selfservicing, self-optimization, fault tolerance (self-protection).
In this connection, the problem under discussion deals with formation of a new interdisciplinary direction at the turn of cybernetics, telecommunication theory and general systems theory. This direction was conditionally called
neocybernetics by the authors of the report.
