Abstract: An important task of the modern society is to provide people with disabilities with all rights, and in particular, the rights to free movement. The article presents the implementation of the project "Social Navigator" aimed at creating an information infrastructure to support people with disabilities when traveling through the city. The project implements technologies that extend the capabilities of modern software tools for building routes. Ways to organize and use data on road obstacles and availability of social significance objects are considered. Particular attention is paid to assessing the complexity of obstacles, depending on the availability of the route based on the types of users' capabilities limitations and the impact of obstacles. The project implemented the task of constructing a route taking into account road type and obstacles, as well as the adaptation of the information about standard map services to be used for the construction of pedestrian routes for people with disabilities. The software infrastructure includes services for the collection and expert evaluation of obstacles, mapping service for generating a road graph, a service for collecting data on the availability of social objects, an application that allows building routes and navigating using a mobile device. For the end users, the web and mobile versions of the implemented services are available. The proposed infrastructure improves the quality of life of people with disabilities by organizing their personal mobility, simplifying access to social services and services, and fully engaging in the local community life.
