Limit theorems for the moments of $U$-statistics with a degenerate kernel

The moments of the limit distribution of $U$-statistics are closely connected with the number of regular $(0,\,1)$-matrices. We prove some limit theorems for the moments ot $U$-statistics with a degenerate kernel.
