Bilevel optimization problem for railway transport hub planning

Abstract: We suggest a mathematical model for railway transport hub planning. The model is based on a two-stage bilevel stochastic programming problem with quantile criterion, and accounts for competition with a road carrier. In the case of a single-direction road we obtain a deterministic equivalent of the original problem. In the case of no competition we suggest an approximate method for this problem. We also suggest a model for unknown competitor traffic volume assessment.
