Abstract:
Different certification systems have been compared. The model of complex multiplanimetric and multivariate control system for general education establishment is made, that contributes to increase in efficiency of its activity and comprises resource management and management of achievements. The cluster approach to assessing the effectiveness of the professional level of teaching staff is proposed. Structure of the integrated management of the process to improve the professional level of teaching staff is designed. It includes internal and external management, which are based on an innovative approach and a strategy of "continuous improvement". The developed model of management can be used in educational establishment of any level: from preschool to university.
